Order of the Day for the consideration of the First Report from the Select Committee read.

The Committee reported as follows:

1.—APPOINTMENT OF SUB-COMMITTEES

(1) LIBRARY

The Sub-Committee on the Library was appointed as follows: E. Attlee, E. Home, E. Ilchester, V. Esher, V. Simonds (Chairman), V. Soulbury, L. Burden, L. Reid, and the Lord Great Chamberlain, with the Clerk of the Parliaments.

(2) REFRESHMENT DEPARTMENT

The Sub-Committee on the Refreshment Department was appointed as follows: E. Fortescue (Chairman). E. Gosford, L. Ammon, L. Amulree, L. Blackford, L. Henderson, L. Killearn, L. Lucas of Chilworth, L, Macpherson of Drumochter, L. Mancroft, and the Lord Great Chamberlain, with the Clerk of the Parliaments.

(3) WINDOWS IN THE PRINCE'S CHAMBER

The Sub-Committee on the Windows in the Prince's Chamber was appointed as follows: D. Wellington (Chairman), M. Salisbury, E. Crawford, E. Munster, L. Burden, and the Lord Great Chamberlain, with the Clerk of the Parliaments.

(4) HOUSING OF HISTORICAL DOCUMENTS IN THE VICTORIA TOWER

The Sub-Committee on the Housing of Historical Documents in the Victoria Tower was appointed as follows: M. Salisbury (Chairman), E. Home, E. Lucan, E. Munster, V. Thurso, L. Amulree, L. Teynham, and the Lord Great Chamberlain. with the Clerk of the Parliaments.

2.—PAPERS NOT AVAILABLE FOR DISTRIBUTION

The Committee considered what might be the best method by which Papers not available for distribution through the Printed Paper Office should be brought to the notice of the House and made available to Peers. The Committee were of the opinion that such Papers would be best placed in the Library, and invited the Sub-Committee on the Library to make arrangements accordingly and report.

3.—RECORD OFFICE

The Committee were informed of the increased work in the Record Office and authorised the permanent appointment of the Assistant Archivist, Mr. Henry Stephen Cobb. The Committee approved the scale of salary for the post.

4.—REVISED SCALES OF PAY

The Committee sanctioned the application of the following Establishment Circulars:—

  1. (a) No. 31/57 Central Pay Settlement
  2. (b) No. 33/57 Pay of Messengerial and Paperkeeping grades
  3. (c) No. 52/57 Temporary Additions to Pay to analogous grades of the staff of the House of Lords.

5.—CUSTODIAN DUE FOR RETIREMENT

The Committee sanctioned a revised pension and additional allowance under the Superannuation Acts to Mr. Sidney Edward Wrangles, who attained 70 years of age on 6th August, 1957. The Committee were informed that Mr. Wrangles is being re-employed in a temporary capacity.

6.—GRATUITY TO LEGAL PERSONAL REPRESENTATIVE OF CUSTODIAN

The Committee sanctioned the payment of a supplementary death gratuity under section 2 (2) of the Superannuation Act, 1909, to the legal personal representative of Custodian Albert Thomas Shields, who died on the 12th of October, 1957.

7.—ESTIMATES

The Estimates for the House of Lords for 1958–59 were laid before the Committee and approved.

LORD TERRINGTON

My Lords, I do not think that there is anything in this Report to which I need draw the particular attention of your Lordships. Your Lordships will see that, as usual at the beginning of a new Session, the various Sub-Committees were appointed. Otherwise, the business was of a routine nature, and unless any noble Lord wishes to ask any question, I will formally move that the Report be agreed to.
