My Lords, I beg to ask the first Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government whether they will set up a board consisting of competent and experienced persons, to which matters relating to flying fatigue in the case of civil airline crews may be referred.]

LORD MANCROFT

My Lords, in considering the measures which should be taken to prevent dangerous fatigue in civil airline crews, Her Majesty's Government have been aware of the complexity of this subject. In the course of framing regulations, much valuable advice has been received from interested bodies, and the suggestion that an advisory board should be set up was carefully considered. Her Majesty's Government are not at present convinced of the advantages of this proposal, but the noble Lord, Lord Ogmore, may be assured that the proposal will be reconsidered in the light of experience of the working of the regulations.
