Clause 23, page 34, line 3, at end insert— ("(3) A person shall be disqualified for being appointed, or being, a member of the tribunal so long as he is a member of the Commons House of Parliament, or of the Senate or House of Commons of Northern Ireland.")

My Lords, this is quite an important small point—we are now talking of the establishment of the tribunal. This Amendment is necessary because membership of the tribunal constitutes the holding of an office of profit under the Crown, being an office of a judicial character which should not be held by an elected Member of Parliament. This is a subject on which I have frequently read out Bills from this Dispatch Box. and the subject may even be familiar to your Lordships. I beg to move that this House doth agree with the Commons in the said Amendment.
