The noble Lord said: My Lords, I should like to say that to-day, at half past twelve, I was asked to allow this Question to be postponed until tomorrow. I wish to apologise to those noble Lords who I know Lave come here to-day in regard to this Question. Owing to the fact that a statement cannot be made in another place to-day, my Question has to be postponed. I much regret that it has to be postponed.
