THE EARL OF ONSLOW

My Lords, before I move that this Bill be read a first time, I should like to inform your Lordships that noble Lords opposite have agreed, in the interests of the work of the Colonial Development Corporation, to facilitate the passage of this Bill into law before the Recess. If your Lordships generally agree with this course, we propose to take the Bill through all its stages on Wednesday next, August 1. as first Order, since the noble Lord, Lord Henderson, has withdrawn his Motion on Disarmament standing on the Order Paper for that day. Copies of the Bill are already available in the Printed Paper Office. I beg to move that the Bill be now read a first time.

My Lords, while the noble Earl opposite has represented our views perfectly correctly, and we agree to the procedure proposed by the Government, we have some reservations to make in respect of the manner in which the Bill has been handled, and these reservations, together with our other views, will be expressed on the Second Reading.

I am much obliged to the noble Earl. Of course, we will give all the time possible. That day will be a very good day, because it will be quite empty, with a long time available for discussion if the noble Earl would like to go on for some time.
