My Lords, this is a Consolidation Bill. I should not trespass upon your time at all in moving the Second Readirg but for my wish to express my gratitude, and I am sure that of all noble Lords, to my noble and learned friend Lord Somervell of Harrow and the Committee over which he presided, who helped so much in the preparation of this Bill. I beg to move that the Bill be now read a second time.
