My Lords, I beg to ask the second Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government whether they will name the statutory authority under which they propose to issue stamps for sale only in Scotland, Wales, Northern Ireland, Jersey, Guernsey and the Isle of Man.]

My Lords, the general powers under which the Government are acting are the Stamp Duties Management Act, 1891; the Finance Act, 1911; the Inland Revenue and Post Office (Powers and Duties) Order, 1914; and the Post Office Act, 1953.

My Lords., I beg to thank the noble Lord. Of course that the Government have these powers is the considered opinion of the Law Officers of the Crown?
