Order of the Day for the Third Reading read.

THE SECRETARY OF STATE FOR COMMONWEALTH RELATIONS (THE EARL OF HOME)

My Lords, I have it in Command from Her Majesty The Queen to signify to the House that Her Majesty, having been informed of the purport of the Crofters (Scotland) Bill, has consented to place the interests of the Crown at the disposal of Parliament for the purpose of the Bill.

After the long debate on Second Reading, and the care with which Amendments were moved on the Committee stage, I do not think your Lordships will wish me to make a speech on Third Reading. The purpose of the Bill is to reorganise the crofting communities of the Highlands so that they shall play a full part in the modern economy. I think your Lordships have accepted that purpose, and I will, therefore, ask your Lordships to give the Bill a Third Reading. I beg to move that the Bill be now read a third time.
