§ VISCOUNT WOOLTONMy Lords, Section 94 of the 1938 Act provides protection for officers of a local authority or county council acting in the execution of their duty. The first part of this Amendment extends this protection to officers of port health authorities by substituting a reference to a council—which, of course, includes a port health authority—for reference to a local authority, which does not. The second half of the Amendment, which provides a new subsection, has two purposes. The first is drafting, because the first half of this Amendment has made it unnecessary to have a special reference to officers of a county council. The second purpose of the second half of this Amendment is to put part-time public analysts on the same footing as whole-time public analysts as regards the protection provided by Section 94.
