My Lords, when the Bill was being passed through this House my noble friend who is now the Parliamentary Secretary to the Minister of Agriculture moved, during the Committee stage, an Amendment similar to this, except that he included in it not only milk churns but bottles. The noble Lord who was then the Parliamentary Secretary refused it, on the ground that if we included bottles in the regulations it would mean a great deal of inspection and what was termed "snooping," and that therefore it was too complicated. This has coincided with the appointment of my noble friend but it may be that wiser counsels have prevailed and we now have milk churns in the Amendment although bottles are excluded. I beg to move that the House doth agree with the Commons in the said Amendment.
