My Lords, the effect of this Amendment and the following one is to limit the matters which can be taken into account by a local authority when considering the refusal or cancellation of a registration to matters affecting the hygienic condition of the premises. An Amendment very like this was moved by my noble friend Lord Balfour of Inchrye on Committee stage and we accepted a rather limited version of this Amendment, but the Commons Amendment does away with all possible doubt in the matter. I beg to move that this House doth agree with the Commons in the said Amendment.
