THE PARLIAMENTARY SECRETARY, MINISTRY OF DEFENCE(LORD CARRINGTON)

My Lords, this Amendment and the next three on the Order Paper are in the same clause, and with your Lordships' permission I will explain them all together. All these Amendments extend the Ministers' powers to obtain information about substances used in or intended for use in the manufacture of food. The first Amendment enables the Minister to call for information from users of substances as well as from persons who produce or import them. The second Amendment removes some unnecessary words which would have limited the substances about which the Minister could have called for information. The third and fourth Amendments ensure that information can be called for on all possible effects on health including cumulative effects, a point which was raised during the Committee and Report stages in your Lordships' House by the noble Lord, Lord Douglas of Barloch. This Amendment meets the point he raised. I beg to move that this House doth agree with the Commons in the said Amendment.
