732§ assume that there are only a few bad landlords and only a few tenants who will suffer because they are ignorant of their rights or afraid to take a landlord before a county court. An injustice is no less of an injustice because it is confined to a few people. If there is danger of that kind—and we sincerely apprehend that such a danger exists—if some small people will or may well suffer as a result of the manner in which the Bill is now drafted, placing the onus of proof on them, then we ought to press this Amendment which I would now ask your Lordships to accept.
