LORD CARRINGTON

My Lords, this Amendment was moved by the Opposition in another place, who argued that it would place local authorities in a stronger position to resist any pressure that might be put upon them to grant an unduly large number of licences. The Government have put these words in for this purpose. I beg to move that this House do agree with the Commons in the said Amendment.
