My Lords, this Amendment was put in at the request of the Opposition in another place. The object was to ensure that a local authority, when considering whether, under the powers conferred upon them by Clause 4, they should pass a resolution not to grant further licences, on the grounds that sufficient facilities exist, shall have regard to the same factors as when they are considering the adequacy of the facilities under Clause 1. It is not quite a consequential Amendment but it is very nearly so. I beg to move that this House do agree with the Commons in the said Amendment.
