My Lords, this is quite a simple Amendment. It merely writes into the Bill an undertaking given by the Government when the Bill was debated in your Lordships' House. I told your Lordships that before the Minister issues a certificate with regard to any of the canteens, he would, in practice consult with the Merchant Navy Welfare Board. There was a request in another place that, since this is what the Minister, in fact, did, it should be written into the Bill. Her Majesty's Government feel that that is a perfectly reasonable request, and that is the reason why this Amendment was made in another place. I therefore beg to move that this House do agree with the Commons in the said Amendment.
