My Lords, I beg to ask the Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government whether they will appoint a Royal Commission to inquire into the law relating to land subject to rights of common.]

My Lords, in replying on behalf of my noble friend, I can say that the Government are aware of the desirability of increasing the productivity of common land while protecting the rights of commoners and access by the general public and have this difficult matter under consideration.
