My Lords, this Bill which I ask the House to read a second time is a Consolidation Bill, and it will in the ordinary course be sent to the Joint Committee which deals with Consolidation Bills. In accordance with the usual practice, I think it is necessary only for me to move it formally. Accordingly, I beg to move.
