Clause 2, page 2, line 1, leave out Clause 2, and insert the following new clause—

Permanent enactment of provisions of Defence (Trading with the Enemy) Regulations, 1940 ("2. The provisions set out in the Schedule to this Act (Provisions of Defence (Trading with the Enemy) Regulations, 1940, permanently enacted), which reproduce the provisions of the Defence (Trading wilt the Enemy) Regulations, 1940, in force at the commencement of this Act, with minor modifications and adaptations, the addition of transitional provisions and the omission of Regulation seven, shall have permanent effect, and accordingly the said Regulations are hereby revoked.")

My Lords, I now come to the Amendment to leave out Clause 2 and to insert the new clause set out on the Paper. I am grateful to the noble Lord, Lord Shepherd, for what he has said. This is a matter of form, but an important matter of form. It sets out in the Schedule the regulations and enactments which it was intended to preserve. There is no doubt that this is a matter of great convenience, and may serve as a model on future occasions. I beg to move.
