§ EARL JOWITTMy Lords, I desire to ask Her Majesty's Government two Questions of which I have given private notice. The first Question is: Whether Her Majesty's Government have any further statement to make about the withdrawal of recognition from the Kabaka of Buganda, and his deportation to this country.
§ THE PARLIAMENTARY UNDER-SECRETARY OF STATE FOR THE COLONIES (THE EARL OF MUNSTER)My Lords, I have nothing further to add to the statement which was made by my right honourable friend the Colonial Secretary in another place yesterday afternoon.
§ EARL JOWITTI am sure the noble Earl will realise that it is very desirable that we should have the White Paper at the earliest possible time. It is probable that when we get the White Paper the desirability of having a debate will be obvious. Can he give me any idea as to when we shall get the White Paper, which was not mentioned in his original Answer?
§ THE EARL OF MUNSTERMy Lords, it is the intention of my right honourable friend to have the White Paper issued as soon as possible. I should not like to tie myself down to a definite date, but so far as we are concerned there will be no undue delay.
§ VISCOUNT STANSGATEMay I ask the noble Lord whether this Ruler will have an opportunity of making a direct approach to this House, or to both Houses, in order to state his own case, and not have it stated for him by a Government Department?
§ THE EARL OF MUNSTERMy Lords, I should imagine that there is nothing to stop the Kabaka having informal discussions with Members of both Houses of Parliament, if he so wishes.
§ VISCOUNT STANSGATEI was not thinking about that. I was thinking of some means by which this Ruler could present his case to the House officially.
