My Lords, I beg to ask the Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government whether they can make available the text of the telegram, S/1496, from the United Nations Commission on Korea to the Security Council on which was based the resolution passed by the Security Council in June, 1950, which declared the North Koreans to have committed an act of aggression against South Korea; and also whether they can say if any other report directly relating to the aforesaid resolution was received from the United Nations Commission on Korea before the day on which the resolution was passed by the Security Council.]

My Lords, the text of the telegram, S/1496, from the United Nations Commission on Korea to the Secretary-General of the United Nations was printed in the Commission's Official Report signed on September 4, 1950, and was reproduced as Annex 37 (a) in the White Paper entitled—"Further Summary of Events relating to Korea, October, 1950 to May, 1951," published in September, 1951 (Command 8366). This telegram was before the Security Council when they passed their resolution on June 25, 1950. Two further telegrams from the Commission were before the Council when they passed a second resolution on the Korean conflict on June 27, 1950. The texts of these two telegrams were also published in the Commission's report of September 4, 1950 and were reproduced as Annex 37 (b) and 37 (d) in the same White Paper.
