My Lords, I beg to ask the first Question which stands in my name on the Order Paper.

[The Question was as follows:]

To ask Her Majesty's Government whether, before the new stamp issue is finally approved, an opportunity will be given to members of both Houses of Parliament to see the proposed designs.]

My Lords, I am afraid that the procedure suggested by the noble Earl would not be appropriate. In the matter of design; for new stamps, after consultation with the Council of Industrial Design I tender advice to Her Majesty the Queen, with whom the final choice rests.
