My Lords, before we come to the Business on the Order Paper, I should inform your Lordships that it is proposed to interrupt the Business of the House between 3.45 and 4 o'clock to make statements similar to those which are being made by the Prime Minister in another place this afternoon on the Board of Governors of the British Broadcasting Corporation and the scope of a Royal Commission to be set up on Scottish Affairs.
