My Lords, on behalf of my noble friend Lord Home, I beg leave to introduce a Bill to consolidate certain enactments relating to prisons and other institutions for offenders in Scotland and related matters, with such corrections and improvements as may be authorised under the Consolidation of Enactments (Procedure) Act, 1949. I beg to move that this Bill be read a first time.
