My Lords, this Order has exactly the same purpose as the last, and the circumstances in which it has been considered necessary are the same. The only difference is that this Order applies to Scotland and to the Secretary of State for Scotland. Unless noble Lords wish to discuss it in detail, I propose to move it as a formal matter. I beg to move.
