§ THE LORD CHANCELLOR (VISCOUNT JOWITT)My Lords, in rising to move the Second Reading of this Bill, I should like to inform your Lordships that it is purely a consolidation measure; there is no question of any amendment to existing legislation. As this topic of the law is of great public importance, I am sure your Lordships will agree that it is a good thing that many Acts should be consolidated into one convenient Act, so that the people may know exactly what is the legal position. I beg to move that the Bill be now read a second time.

§ VISCOUNT SIMONMy Lords, may I say that I entirely agree with what the noble and learned Viscount the Lord Chancellor has said? Perhaps I may add that congratulations are due to him, and to those who work on the matter of consolidation under his direction, for the way 740 in which they have produced a number of very useful Bills of this character.
