THE EARL OF SELBORNE rose to move to resolve, That in accordance with the Church of England Assembly (Powers) Act, 1919, this House do direct that the Diocesan Education Committees Measure, 1943 (Amendment) Measure, 1950, be presented to His Majesty for the Royal Assent. The noble Earl said: My Lords, this is a purely uncontroversial Measure dealing with a small piece of administrative machinery. It has passed the Church Assembly without division. In 1943 your Lordships passed a Measure setting up Diocesan Education Committees to look after all the Church schools in every diocese. That was done in contemplation of the forthcoming Education Bill. When your Lordships passed the Education Act in 1944, it specifically provided for the recognition of the Diocesan Education Committees and enabled the local authorities and the Ministry of Education to negotiate with them on the subject of the voluntary schools. Experience in the working of the Education Act has shown that in certain respects the Diocesan Education Committees are capable of improvement, and the sole purpose of this Measure is to bring up to date these committees, which were set up before the Act, so that their powers and composition may tally with the provisions and requirements of the Act. I beg to move.
