THE PARLIAMENTARY SECRETARY, MINISTRY OF WORKS (LORD MORRISON)

My Lords, the purpose of these Regulations is to make it a function, under Section 2 of the Civil Defence Act, 1948, of county councils and town councils of large and small burghs to make plans for the provision of residential and public Civil Defence shelters. The conferring of shelter functions on these authorities has been agreed with the Scottish local authorities associations. I beg to move that the Regulations be approved.

Moved, That the Civil Defence (Shelters) (Planning) (Scotland) Regulations, 1951, reported from the Special Orders Committee on Wednesday last, be approved.—(Lord Morrison.)
