My Lords, I move this Amendment in order to meet a point which was raised by the noble and learned Viscount, Lord Simon, upon the Committee stage of the Bill. I have discussed my Amendment with him and understand it meets the point which he raised. It is merely a clarification and does not effect any material change in the Bill. I beg to move.
