My Lords, in the absence of my noble friend the Minister of Civil Aviation, who is receiving the Crown Prince of the Netherlands at London Airport, I beg to move that this Bill be now read a second time. I understand that the Second Reading of this form of Bill is not usually the subject of a speech by the mover. Therefore, with your Lordships' permission, I will straight away move that it be read a second time. However, if any member of your Lord-ships' House has any point that he would like to raise, I will do my best to deal with it.
