THE LORD CHANCELLOR

My Lords, I beg to move that this Bill he read a second time. This is a Bill to consolidate the Shops Acts, 1912 to 1938, and certain other enactments relating to shops. I wish to make it clear that this Bill is concerned only with consolidation, prior to amendment, and does not in any way imply that effect will not be given to the Report of the Gowers Committee. Your Lordships will perhaps be aware that one of the recommendations of that Committee was that this consolidation should be undertaken.
