My Lords, as your Lordships will see, this is a Money Bill. The objects of the Bill are set out in the title, and I do not propose to go into the details other than to say that its main object is to enable money to be raised for capital investment in connection with the development of the Post Office, and that the total sum authorised under the Bill is £75,000,000. I will do my best to answer any questions your Lordships may wish to ask, and in the meantime I beg to move that the Bill be read a second time.
