HL Deb 01 November 1949 vol 165 cc18-9

3.34 p.m.

House in Committee (according to Order) on re-commitment of the Bill.

[The EARL OF DROGHEDA in the Chair]

THE LORD CHANCELLOR (VISCOUNT JOWITT)

On these occasions, when this work has been done by a Joint Committee and we do not want to repeat the work which they have done, I think the practice is to move the Amendments en bloc. This is the first Bill which we have had under the new procedure which allows of minor Amendments, and I hope it has been found by the Joint Committee that the procedure has worked well. I beg to move that this House do agree with the Amendments proposed by the Joint Committee.

Moved, That the Amendments proposed by the Joint Committee be made.—(The Lord Chancellor.)

On Question, Motion agreed to.

Clauses 1 to 80, as amended, agreed to.

First Schedule [Kindred and affinity]:

THE LORD CHANCELLOR

It might be difficult in real life to translate a mother into a sister, as we are trying to do here, but there is an obvious clerical error in the First Schedule which sets out on one side of the page, in the Table "Statutory exceptions from prohibited degrees of relationship": Mother's deceased brother's wife and, on the other side, the comparable expression Deceased husband's mother's son. That obviously should be "sister's." I beg to move the insertion of the word "sister's" in place of the word "mother's."

Amendment moved— Page 53, line 36, leave out the second ("mother's") and insert ("sister's").—(The Lord Chancellor.)

On Question, Amendment agreed to.

First Schedule, as amended, agreed to.

Remaining Schedules agreed to.

THE MARQUESS OF READING

May I, as Chairman of the Joint Committee concerned, say one ward in response to the Lord Chancellor's reference to the new procedure? I think it will be of interest to your Lordships to know that, so far as we have progressed—and although this is the first Bill, with which we have dealt under the new procedure, it is not the only one—no difficulty has been found by the Joint Select Committee in dealing with Bills under this procedure. It has certainly added interest, and I hope that it also has added value to our work.

House resumed.
