Clause 3, page 5, line 13, after the words last inserted, insert— ("The Corporation shall, before the general date of transfer, prepare and submit to the Minister a scheme showing the manner in which they propose to exercise the rights conferred on them by the holding of interests in publicly-owned companies so as to secure for those companies the largest measure of autonomy consistent with the proper discharge by the Corporation of their duties under this Act, and the Minister shall lay a copy of such scheme before each House of Parliament.")

The Commons disagreed to the above Amendment for the following Reason:

Because the procedure laid down in the Amendment would be too rigid.
