My Lords, I beg to move that the Special Order, as reported from the Special Orders Committee on the 31st of March last, be approved, with an addition approved by the Special Orders Committee. Your Lordships will see that there is an addition which has been inserted by the Special Orders Committee in order to protect the interest of the local authority in regard to its water mains. It is a mutual clause, and I do not think it requires any further explanation. I beg to move.
