§ THE LORD PRIVY SEAL (VISCOUNT ADDISON)My Lords, I beg to move that the Lord Blackford be added to the panel of Lords appointed as Deputy Chairmen of Committees who shall, in the absence of the Chairman of Committees, be entitled to exercise during, the present Session all the powers vested in him.
