My Lords, I beg to ask the question, which stands in my name on the Order Paper.

[The question was as follows:

To ask His Majesty's Government, to state their reasons for continuing to withhold full diplomatic communication with Spain, whilst maintaining it with Russia.]

THE CHANCELLOR OF THE DUCHY OF LANCASTER (LORD PAKENHAM)

My Lords, His Majesty's Ambassador was withdrawn from Madrid in accordance with the resolution of the General Assembly of the United Nations on December 12, 1946, which recommended inter alia that all members of the United Nations should recall from Madrid their Ambassadors and Ministers Plenipotentiary accredited there. His Majesty's Government remain, of course, in diplomatic relations with the Spanish Government.
