My Lords, before we start the business on the Paper, I should like to tell your Lordships that as there are a large number of speakers in the debate to-morrow on Defence it has been arranged, through the usual channels, that we should meet at 2 p.m. instead of 2.30. I may also remind your Lordships that as the House is not sitting judicially on Thursday this week, we shall meet for Public Business at 2.30 p.m. that day, when the principal business will be the Report and Third Reading of the Local Government Bill.
