THE LORD CHANCELLOR

My Lords, your Lordships will remember that subsection (3) empowers a local authority to accommodate a child aged three or over for not more than fourteen days in premises provided under the National Assistance Act. The Secretary of State is authorised to approve an extension of the period of fourteen days. This Amendment provides that the Secretary of State cannot give his approval for more than eight weeks. That means to say that the matter must be kept constantly under review. We all agree that such accommodation is undesirable, and that there should be a limitation on the powers of the Secretary of State. These remarks apply to the next two Amendments to this clause. I beg to move.
