My Lords, this brings us to the Schedules. In Scotland the sheriff would act as chairman of the independent tribunal to which a person creating a voluntary home may appeal against the refusal of the Secretary of State to register a new home. Paragraph 9 of the First Schedule as drafted refers only to the sheriff of the county in which the voluntary home to which the Bill relates is situated. In the case of an appeal against a refusal by the Secretary of State to register a new home, the sheriff of the county where it is proposed to establish the home would act as chairman of the tribunal. I beg to move that this House do agree with the Commons in the said Amendment.
