Clause 3, page 5, line 35, leave out ("at sea").

My Lords, the Commons have made two very small Amendments to this Bill, and I do not think your Lordships will be detained for long. The first one is at page 5, line 35. It has been pointed out in another place that inspection might have to be done in dock or harbour, and that therefore not only are the words "at sea" unnecessary but it is undesirable that they should be retained. I beg to move that the House do agree with the Commons in the said Amendment.
