Eighth Schedule, page 143, line 3, at end, insert: ("(3) The person appointed to hold the inquiry shall make a report thereon in writing to the Minister, containing—

  1. (a) his findings and conclusions as well as the reasons therefor, upon all the material issues of fact, liability or discretion involved in the exercise of the functions in respect of which the inquiry has beer caused to be held; and
  2. (b) his recommendations in regard to the exercise of the said functions;
and copies of such report shall be made available on payment of a reasonable charge therefor, to the persons entitled to attend the inquiry. The Minister may, after considering such report, make the order either in the terms of the draft, or subject to such amendments, additions or modifications as the Minister thinks fit.")

The Commons disagreed to this Amendment for the following Reason:

Because the said Amendment might prejudice the proper performance by persons appointed to hold inquiries and by the Minister of their respective duties under the Bill.
