Clause 5, page 7, line 36, leave out from ("be") to ("but") in line 37 and insert ("decided by the Commission").

The Commons disagreed to this Amendment and seventeen others for the following Reason:

Because the said Amendments would lessen the control of Parliament over these matters through removing the Minister's responsibility for them.

VISCOUNT SWINTON

My Lords, I gather that the Government will certainly agree to the Amendment which we are proposing in lieu. That would make this Bill entirely in line with what we all agree that we should do upon the Electricity Bill; that is to say, that the appointment of these Executives, the equivalent, so to speak, of the area boards in electricity, will be by the Minister in consultation with the Commission, which, of course, he appoints. I beg to move that this House do not insist on its Amendment.

My Lords, we think that this is in keeping with the other principles, that the Minister certainly would consult the Commission on these matters, and we are quite willing to accept the Amendment.
