My Lords, I beg to move that this Bill be now read a second time. In doing so, perhaps I should say that I understand that this is a Bill in which a good many of your Lordships are interested, and it is suggested that a Motion shall be moved for an instruction to the Committee which will consider the Bill at a later stage. I beg to move.
