Order of the Day read for the consideration of the First Report from the Select Committee.

The Committee reported as follows:

1.—Sub-Committees.

The Library Sub-Committee was reappointed as follows: The Earl of Ilchester, the Earl of Drogheda, the Viscount Mersey, the Lord Stanmore, the Lord Macmillan, the Lord Soulbury, the Lord Simonds, the Lord Lindsay of Birker, with the Clerk of the Parliaments.

The Sub-Committee on the Refreshment Department was reappointed as follows: The Earl of Lucan, the Earl Fortescue, the Viscount Mersey, the Lord Stanmore, the Lord Jessel, the Lord Henderson, with the Lord Great Chamberlain and the Clerk of the Parliaments.

2.—Revision of Salary Scales.

The Committee authorized a revision in the scales of salary of certain grades and the application of assimilation terms as laid down in Treasury Circular No. 10/47.

3.—Reporting Staff.

The Committee sanctioned a special payment to the Editor, Assistant Editor and Reporters in respect of additional duty performed in the latter part of the 1946–47 Session.

4.—Official Shorthand Writer.

The Clerk of the Parliaments informed the Committee of the resignation of Mr. Herbert George Wilde, who has been Shorthand Writer to the House of Lords since 1934, and of the appointment of Mr. William Sugden in his place as from November 15, 1947.

The Clerk of the Parliaments was asked to convey to Mr. Wilde the Committee's appreciation of the ability and efficiency with which he has performed his duties.

5.—Retirement of Principal Doorkeeper.

The Committee sanctioned a pension and an additional allowance under the Superannuation Act, 1935, to Captain William Edwards, M.B.E., Second Principal Doorkeeper, who is due to retire on December II, 1947, at the age of 65 after 23 completed years' service.

6.—Retirement of Messenger to Lord Chancellor.

The Clerk of the Parliaments informed the Committee of the voluntary retirement from February 1, 1948, of Mr. Frank Flatt, Messenger to the Lord Chancellor, after 40 completed years' service.

The Committee sanctioned the payment of a pension and an additional allowance under the Superannuation Act, 1935, to Mr. Flatt.

7.—Estimates.

The Estimate for the House of Lords for 1948–49 was laid before the Committee by the Clerk of the Parliaments and approved.
