The SECRETARY of STATE for INDIA and BURMA (LORD PETHICKLAWRENCE)My Lords, I beg to move the Motion standing in my name. In December, 1942, the Governor of Burma issued a Proclamation under Section 139 of the Government: of Burma Act, instituting an emergency regime in Burma and taking into his own hands the substance of power. In October, 1945, in pursuance of his powers under the Act of 1945, he issued a further Proclamation, varying the first Proclamation by constituting advisory executive and legislative councils. This Proclamation has to be continued in force by Resolutions in both Houses of Parliament at periodic intervals, six months in the first instance, and annually thereafter. The purpose of this Motion which I am submitting to your Lordships to-day is to continue this Proclamation, which would otherwise lapse. I beg to move.
Moved, That this House approves the continuance in force of the Proclamation issued under Section 139 of the Government of Burma. Act, 1935, by the Governor of Burma on October 17, 1945, a copy of which was presented to this House on February 26, 1946.—(Lord Pethick-Lawrence.)
