My Lords, I beg to move the Motion relating to business that stands in my name on the Order Paper.

Moved, That Standing Order No. XXI be considered in order to its being dispensed with for this day's sitting; and that the Consideration of the Commons Message relating to the Roosevelt Memorial Bill have precedence over the other Notices and Orders of the Day.—(Viscount Addison.)
