THE SECRETARY OF STATE FOR DOMINION AFFAIRS (VISCOUNT ADDISON)

My Lords, I desire to move the Motion standing in my name on the Paper, and I think that, perhaps, it calls for a short explanation. Since we have moved to this end of the building some noble Lords, in the event of a Division being called, are further away from the Lobbies than they were when we sat in our own Chamber which is more in the centre of the building, and a good many congregated in the adjoining room, in the Princes' Chamber. Therefore it appears to be necessary that the time allowed for calling a Division should be extended, and the result of this proposal, if your Lordships adopt it, will be that the sand-glass will run for four minutes instead of two. I beg to move.

Moved, That Standing Order No. XXXII be amended by leaving out the word "two" in lines 3 and 7 of paragraph 2 of the said Standing Order and substituting therefor the word "four."—(Viscount Addison.)
