(2) Nothing in this Act shall affect the law in force before the passing thereof.

THE POSTMASTER-GENERAL (THE EARL OF LISTOWEL) moved to leave out subsection (2). The noble Earl said: This subsection provides that the effect of the Bill, when it passes into law, shall not be retrospective. We have now been told by our legal advisers that such a provision in terms is not necessary in the Bill, and accordingly I am moving to omit this subsection.
