Order of the Day for the consideration of the Sixth Report from the Select Committee read.

The Committee reported as follows:

1.—Resignation of the Counsel to the Lord Chairman of Committees.

The Chairman of Committees informed the Committee of the resignation of his Counsel, Mr. Arthur A. Capewell, K.C., and that he had appointed Sir John Stainton K.B.E., to be Mr. Capewell's successor.

The Committee sanctioned the salary attached to this post.

2.—Yeoman Usher of the Black Rod.

The Committee agreed to the Report from the Sub-Committee appointed to consider a proposal as to an appointment to the post of Yeoman Usher of the Black Rod.

The Committee approved the payment of£500 per annum (including bonus consolidation) to Admiral Sir Guy Royle, K.C.B., C.M.G., on his appointment by Black Rod to the post of Yeoman Usher of the Black Rod.

The Committee further recommended that the severance of the post of Yeoman Usher from the post of Secretary to the Lord Great Chamberlain should not be drawn into precedent and that the matter should again be brought up for consideration when a vacancy occurs in the post of Yeoman Usher.

3.—Annunciators in Library and Refreshment Room.

The Clerk of the Parliaments informed the Committee that the Ministry of Works had notified their readiness to undertake the installation of annunciators.

The Committee recommend that this should be done.

4.—Editor of Debates.

The Committee sanctioned the payment of salary to Mr. G. W. Rowe during his continued employment as Acting Editor of Debates owing to the illness of Mr. A. A. Reid.

5.—Head Housemaid.

The Committee agreed to an increase in wages to Mrs. H. Smith, the head housemaid.

THE CHAIRMAN OF COMMITTEES (THE EARL OF DROGHEDA)

My Lords, I beg to move that this Report be now considered and approved. I think there is one general matter to which I should call your Lordship's attention, and that is that it is the recommendation of the Committee that annunciators shall be placed in Prince's Chamber and the Library and the Dining Room by which members can be kept informed of the changes in speakers as they occur. The Committee hope that that will be to the general convenience of the House.
